Evaluate the impact of outsourcing service and maintenance of MotorVehicles at Judicial Service Commission (JSC)
Abstract
This dissertation aims to evaluate the impact of outsourcing the service and maintenanceofmotor vehicles at the Judicial Service Commission (JSC). The main objective of this studywasto assess how the outsourcing of transport maintenance affected the operations of the JSC. Thestudy was guided by the pragmatism research philosophy. The study used the explanatoryresearch design. Data was collected using surveys and interviews. Data was analyzed mainlybyuse of descriptive and inferential statistics. Descriptive statistics included frequencies, line chartsand percentages. Correlation analysis was the main inferential statistics technique adopted. TheJSC has considered outsourcing the service and maintenance of its vehicles to external serviceproviders as a potential strategy to optimize resources, improve efficiency, and reduce costs. Theobjectives of the study were to examine the extent to which the outsourcing model impactedonthe use of resources, efficiency, and costs related issues. The findings indicated that theframework of outsourcing some of the operations of the JSC helped the organization to bemorecost-effectiveness, improved on its core service quality, reduced maintenance turnaroundtime, vehicle downtime, and overall fleet performance. The study findings also showed that theoutsourcing was constrained by a number of factors which reduced its impact on the overall
operations of the JSC. The study concludes that there was a positive and significant relationshipbetween administration, financial, resourcing and technical outsourcing services with operational
performance. This has leads to effectiveness in service delivery, promotes efficiencyandeffective allocation of resources. The study recommends that, the management shouldkeenlymonitor the sources of their contractors’ products so as to have an overall picture about theservice delivery process. The study however noted that there are also some challenges associatedwith outsourcing transport services. The challenges noted in this study were that outsourcingisoften driven by cost-cutting, but it comes with common problems such as loss of control, datasecurity threats, hidden costs, focus on quantity over quality, and cultural barriers. The studywill
provide insights and recommendations for the JSC and other organizations consideringoutsourcing as a strategy for managing their transport systems. The outcomes of this researchwill help inform decision-making processes, guide policy development, and enhance the overall
efficiency and effectiveness of transport management in the judicial sector of Zimbabwe.
